South Estonia (2,993 km2), 11.9% of Estonia’s population. City of Tartu – member of the creative cities network – is the regional hub (98,257 inhabitants). Landscapes: plains, forests (1⁄3), cultivated land (1⁄3), wetlands (1⁄4), with 10% of area in nature reserves. Key natural features: River Emajõgi, Lake Võrtsjärv, Lake Peipus.
Demography
In 2025, the population stood at 162,734, having grown by 11,500 (+1.6%/year) over 15 years, largely due to urban sprawl around Tartu City. About 80% of the ~65,000 rural residents live in expansion zones, though outlying parishes still face aging and decline. Coupled with an above-average birth rate, this growth is driving increased pressure on local educational and social services.

Service provision gap: over-demand in growth areas, under-capacity in shrinking peripheries.
Weak rural entrepreneurship & limited transfer of innovation from Tartu City to countryside.
Uneven community capabilities (active vs. passive localities). Underused local resources: food strategy implementation, eco-tourism potential (Emajõgi, Peipus, Võrtsjärv).

Planned Activities
Tartu County Development Association (TAS) is planning to implement piloting actions related to social inclusion to strengthen the engagement of youth and elderly people. One potential project idea is related to the establishment of volunteers’ platforms to support better involvement of youth and elderly people and enable new forms of collaborations and capacity building in rural communities.
